In continuation of my Secret despatch dated the 10th November current on the subject of the evacuation of a part of the old walled City of Kowloon I have the honour to transmit copies of Peking telegram No.62 (which reached me after signature of my despatch) and of my telegraphic replies
thereto.

You will notice that I have made a personal inspection both of the old walled city and of the excellent new site at Kak Hang. It is inconceivable that any serious plea could be made for the conservation of a line of squalid hovels whose tenants are being provided with airy and commodious sites only a quarter of a mile away, and with the money to build on them, unless indeed the plea is actuated
by a political motive. It now remains to be seen whether that motive will be disclosed or whether the Waichiaopu will let the matter drop.
